ME also has access to the on-board network interface devices and Intel noted that ME has access to those interfaces even when the system is in low-power states and Sleep mode.

It’s part of some interfacd remote access functionality which isn’t even fully implemented on mainstream motherboards not sure about you, I have never seen any MEI-related stuff in BIOS on any of my boards, everand it makes absolutely no sense whatsoever to put those chips in. The firmware that was running was developed internally by Intel and provided key management support, access control, and other administrative services.

It doesn’t seem to provide ANY functionality at all. Also, some applications like remote access require connection between low and high levels of hardware in the board.
